Easiest way to do this is switch them to improper fractions.

13x9+2= 119/9
-4x6+5= -19/6

Find GCM.

3(-19/6) = -57/18
2(119/9)= 238/18

Add together.

238/18 - 57/18 = 181/18

Simplify.

And you'll get the answer.
