The outbreak of violence in Memphis in 1866 and the creation of the KKK were both designed to defy the efforts of the Republican-led federal government and retain the institution of slavery. Southern Democrats used violence and organizations like the KKK to violently intimidate blacks and Republicans who tried to win political power.
