Nathaniel Banks' stringent regulations for plantations in Louisiana were designed to put freed people back to work quickly. The Union general created the Banks plan which required blacks to sign year long contracts to work for their former plantations for $3 a month or 5% of the proceeds of the crop. The plantation owners also provided food and shelter.
