On the side of the anti-federalists, the weakest point of the Constitution is the lack of a Bill of Rights. New York and Virginia ratified the Constitution under the condition that a Bill of Rights is added. Ultimately, during the ratification debate in Virginia, Madison conceded that a bill of rights was needed.
