I'm guessing Development goals are set according to the needs of a particular country. Not every country in the world have same needs to catering and thus as per their series of needs they make their developmental goals. EX: india makes plans to improve its sanitation facility but a country like ue would not have the same concern and rather would plan to increase its education facilities. Hope this Helps!!
