Thoughts: Well a phase change would be like changing to a solid, liquid, gas or maybe plasma. (ALSO) Melting, vaporation etc.  You can burn a frozen solid ice cube and it will change to a liquid aka (melted)

Draft Answer: Going by that scenerio I would say yes but burning can also burn a paper into nothing except ashes while like I said with the ice cube also works.
