Providence is an old way of referring to Heaven (as in the Christian God's realm of existence) and so therefore this quote relates to how Americans [from Europe, not Natives] during this time period believed westward expansion and the spread of the U.S's democratic republic (as in how the US is a democratic republic, NOT the Republican party) political values were a God-given, divine edict.
