To create programmable individual personalities which can later be triggered when needed, they need to put those individual personalities into sleepers mode.
This is a very common method in mind control technique. The individuals that's currently in sleepers mode tend to not even notice that they're under the influence of mind control and their behavior could be completely changed as soon as they get the triggers (like words or smells)
