0.4 is rational.
Any irrational added to a rational is irrational.
Therefore we only need to add ANY irrational to 0.4 to produce an irrational number.
Examples of irrational numbers are: pi, e, sqrt(2), sin(pi/3), tan30 degrees, etc.
