Remember PEMDAS 
Parenthesis, exponents, multiplication/division, add/subtract
So look for parenthesis first so we have (4*6)=24

3^-1*24*2^-3
Now look for exponents
3^-1= 1/3 because 3^1 = 1/3
and
2^-3=1/( 2*2*2) = 1/8

= (1/3)*24*(1/8 )

now multiply from left to right.

(1/3)*24= 8
8*(1/8)= 1 

final answer being 1
