Formula of a circle:

(x-h)^2+(y-k)^2 = r^2

The coordinated for the center are h and k. So, in this case it is (-1/7, 3/5).
The radius is the digit on the other side, squared. So, the radius is the square root of 29/9.

Hope this helps!
