The property for this case is to multiply both sides of an equation by a constant
 c * (2/5) * (1) = c * (40/100)
 The constant for this case is c = 5/2
 Doing the multiplication we have
 (5/2) * (2/5) * (1) = (5/2) * (40/100)
 (5/5) * (2/2) * (1) = ((5) * (40)) / ((2) * (100))
 (1) * (1) * (1) = (200) / (200)
 1 = 1
 Both sides of equality remain the same.
