Pharaoh’s main purpose as a ruler is to provide service for his people in a religious or political sense. It means he rules his land as he stands as the most powerful being of all mankind. As he represents all the Gods, he builds temples which stand as a site for rituals and other ceremonials.  All laws, taxes and lands were monitored and made by Pharaohs.  He also guards his land against those people who want to disturb the peace and sovereignty of his people.
