A child is just learning to use words. She would be in the  preoperational stage . The preoperational stage is the second stage in Piaget's theory of cognitive development. In this stage children are able to think about things symbolically, learn to use the symbols of language and develop memory and imagination.
This stage begins around age two and last until approximately age seven.
